 The Duke of Udell is the leader of the Senate, the most powerful old family in the capital of Kyou. The Saigu family rules the Holy Imperial Westlands, but that's actually a myth, and even children in the city know that the Saigu Tori is a portable shrine. Lord Udell is the ruler of the city.
